ODROID-G12: Fix some CSR b/t dongle problem.

Some CSR dongle send HCI_EV_CMD_COMPLETE first,
then send HCI_EV_HARDWARE_ERROR.

ex) ID 0a12:0001 Cambridge Silicon Radio, Ltd Bluetooth Dongle (HCI mode)

But We figure out that it is not real hardware error.
We ignore event for HCI_EV_HARDWARE_ERROR.
