Peter Zijlstra 01ecd26975 sched/deadline: Move bandwidth accounting into {en,de}queue_dl_entity

In preparation of introducing !task sched_dl_entity; move the
bandwidth accounting into {en.de}queue_dl_entity().

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
