Invalid frequency checks are a bottleneck in reading /proc/uid_time_in_state, but there's no reason to include invalid frequencies in our local copies of frequency tables. Revise cpufreq_times_create_policy() to only copy valid frequencies, and eliminate all the checks this change makes unnecessary. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
