Tetsuo Handa 0d7a4e6589 cgroup,freezer: hold cpu_hotplug_lock before freezer_mutex in freezer_css_{online,offline}()
commit f0cc749254 upstream.

syzbot is again reporting circular locking dependency between
cpu_hotplug_lock and freezer_mutex. Do like what we did with
commit 57dcd64c7e ("cgroup,freezer: hold cpu_hotplug_lock
before freezer_mutex").

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
