The cited commit accidentally replaced tgt_net with net in rtnl_dellink().
As a result, IFLA_TARGET_NETNSID is ignored if the interface is specified
with IFLA_IFNAME or IFLA_ALT_IFNAME.
Let's pass tgt_net to rtnl_dev_get().

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
