1993cbed65bb590a3479d175fc1ac3c775b6bba8
build_rdma_network_hdr() in rxe_resp.c does more copying than is
needed. Remove this subroutine and eliminate the extra copies for IPV6 and
reduce the extra copying for IPV4.

``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
