[ Upstream commit4203d84032] In the phy_disconnect() -> phy_stop() path, we will be forcibly setting the PHY state machine to PHY_HALTED. This invalidates the old_state != phydev->state condition in phy_state_machine() such that we will neither display the state change for debugging, nor will we invoke the link_change_notify() callback. Factor the code by introducing phy_process_state_change(), and ensure that we process the state change from phy_stop() as well. In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
