Alexandre Ghiti 23304adf29 riscv: vdso: Prevent the compiler from inserting calls to memset()

The compiler is smart enough to insert a call to memset() in
riscv_vdso_get_cpus(), which generates a dynamic relocation.

So prevent this by using -fno-builtin option.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
