A new tlv type is introduced to indicate if application firmware is indifferent to port speed, and inform management firmware of the result. And the result is always true for flower application firmware since it's indifferent to port speed from the start and will never change. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
