[ Upstream commitc31e76bcc3] Commit97889f9ac2("blk-mq: remove synchronize_rcu() from blk_mq_del_queue_tag_set()") remove handle of TAG_SHARED in restart, then shared_hctx_restart counted for how many hardware queues are marked for restart is removed too. Remove the stale comment that we still count hardware queues need restart. ``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
