Always send PPSMC_MSG_DisableULV to the SMC, even if ULV mode
is unsupported, to make sure it is properly turned off.

Simplify si_disable_ulv further.
Always check the return value of amdgpu_si_send_msg_to_smc.

several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
