zhenwei pi 3a01e2dc9f RDMA/rxe: Fix mismatched max_msg_sz

User mode queries max_msg_sz as 0x800000 by command 'ibv_devinfo -v',
however ibv_post_send/ibv_post_recv has a limit of 2^31. Fix this
mismatched information.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
