In order to remove dependency on rtnl lock and allow concurrent tcf_proto modification, extend tcf_proto with reference counter. Implement helper get/put functions for tcf proto and use them to modify cls API to always take reference to tcf_proto while using it. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
