Shyam Sundar S K 5b56930252 platform/x86: amd-pmc: Fix CONFIG_DEBUG_FS check
lkp reported that CONFIG_DEBUG_FS was not defined because of wrong usage
if macro, correcting it now.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
