Kashyap Desai 5d3f018fc0 RDMA/bnxt_re: Fix to remove workload check in SRQ limit path

There should not be any checks of current workload to set
srq_limit value to SRQ hw context.

Remove all such workload checks and make a direct call to
set srq_limit via doorbell SRQ_ARM.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
