[ Upstream commitef63461caf] Phylink does not want the current state of the link when reading the PCS link state - it wants the latched state. Don't double-read the MII status register. Phylink will re-read as necessary to capture transient link-down events as ofdbae3388ea("net: phylink: Force retrigger in case of latched link-fail indicator"). The above referenced commit is a dependency for this change, and thus this change should not be backported to any kernel that does not contain the above referenced commit. Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
