Jianwei Zheng 61b5bd9354 phy: rockchip: inno-usb2: support usb2 phy tuning for rk3506
1. Turn off differential receiver in suspend mode for
   the otg0 and otg1 port to save power consumption.

2. Set otg0 and otg1 port HS eye height to 425mv.

3. Choose the Tx fs/ls data as linestate from TX driver
   for otg0 and otg1  port to improve fs/ls devices
   compatibility with long cable.
