[ Upstream commitb617158dc0] Some applications set tiny SO_SNDBUF values and expect TCP to just work. Recent patches to address CVE-2019-11478 broke them in case of losses, since retransmits might be prevented. We should allow these flows to make progress. This patch allows the first and last skb in retransmit queue to be split even if memory limits are hit. It also adds the some room due to the fact that tcp_sendmsg() and tcp_sendpage() might overshoot sk_wmem_queued by about one full TSO skb (64KB size). In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
See Documentation/00-INDEX for a list of what is contained in each file.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
