Fix missing comparison operator for RDMA_NETWORK_ROCE_V1 in the
conditional statement. The constant was used directly instead of
being compared with net_type, causing the condition to always
evaluate to true.

several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
