Currently /sys/devices/system/cpu/cpu0/topology/thread_siblings is used to get the max CPU count. But when CPU0 is offline, then this file will be absent. So add processing so that we can get count from any first CPU in the system. which is online. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
