[ Upstream commit68ba446395] With this refcnt added in sctp_stream_priorities, we don't need to traverse all streams to check if the prio is used by other streams when freeing one stream's prio in sctp_sched_prio_free_sid(). This can avoid a nested loop (up to 65535 * 65535), which may cause a stuck as Ying reported: watchdog: BUG: soft lockup - CPU#23 stuck for 26s! In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
