Kiran K 902256de2b ACPI: utils: Fix acpi_evaluate_dsm_typed() redefinition error

acpi_evaluate_dsm_typed() needs to be gaurded with CONFIG_ACPI to avoid
a redefintion error when the stub is also enabled.
