Before commit1e4f63aecb("cpufreq: Avoid creating excessively large stack frames") the initial value of the policy field in struct cpufreq_policy set by the driver's ->init() callback was implicitly passed from cpufreq_init_policy() to cpufreq_set_policy() if the default governor was neither "performance" nor "powersave". After that commit, however, cpufreq_init_policy() must take that case into consideration explicitly and handle it as appropriate, so make that happen. Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
