Fix the following sparse warning:
drivers/usb/misc/brcmstb-usb-pinmap.c:219:6: warning: symbol 'sync_all_pins' was not declared. Should it be static?
The sync_all_pins has only call site within brcmstb-usb-pinmap.c
It should be static

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
