Add a generic way to describe IOCTRL registers (for e.g. SD I/O voltage and time delay control), like is already done for config, drive, and bias registers. These guides can be rendered in a number of formats, like HTML and PDF. In order to build the documentation, use ``make htmldocs`` or ``make pdfdocs``.
