The fixed counter 3 is used for the Topdown metrics, which hasn't been enabled for KVM guests. Userspace accessing to it will fail as it's not included in get_fixed_pmc(). This breaks KVM selftests on ICX+ machines, which have this counter. There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
