Move ATS function prototypes from include/linux/pci.h to include/linux/pci-ats.h as the ATS, PRI, and PASID interfaces are related and are used only by the IOMMU drivers. This effectively revertsff9bee895c("PCI: Move ATS declarations to linux/pci.h so they're all together"). Also, remove surplus forward declaration of struct pci_ats from include/linux/pci.h, as it is no longer needed, since struct pci_ats was embedded directly into struct pci_dev byd544d75ac9("PCI: Embed ATS info directly into struct pci_dev"). Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
