[ Upstream commitd81304bc61] If the utilization of the woken up task is 0, we skip the energy calculation because it has no impact. But if the task is boosted (uclamp_min != 0) will have an impact on task placement and frequency selection. Only skip if the util is truly 0 after applying uclamp values. Change uclamp_task_cpu() signature to avoid unnecessary additional calls to uclamp_eff_get(). feec() is the only user now. Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
