Masahiro Yamada f96182e959 firmware_loader: move firmware/ to drivers/base/firmware_loader/builtin/ ...

Currently, the 'firmware' directory only contains a single Makefile
to embed extra firmware into the kernel.

Move it to the more relevant place.
