drm/rockchip: modify priority of error_thread with sched_set_fifo_low()

Browse Source 
(sched_priority = MAX_RT_PRIO - 1) is highest priority of the RT
thread, it may affect RT performance, so use sched_set_fifo_low()
will be better.
