Some chips need adjust opp level by different chip-process, add
common functions to select opp level from device-tree, so modules
can select opp level easy.

There is a frequency map table between vop bandwidth and dmc, when vop
bandwidth is changed, the dmc frequency will also be changed to specified
frequency.
If new request frequency is greater than old request frequency, update dmc
target frequency immediately. If new request frequency is less than old
request frequency, only update min_freq and max_freq.

This makes dmc driver possible to register a system status notifier and
other drivers possible to call the notifier call-back easily, so that
the dmc driver can change frequency according to different system status.

This function registers a notifier to dmc devfreq, devfreq thread will
lock the mutex of vop when scaling frequency, so vop_crtc will not be
disabled when it is waiting for line flag.

This function registers a notifier to dmc devfreq, it will lock the mutex
of pmu when scaling frequency, so that pd driver and dmc driver will not
assess register PMU_BUS_IDLE_REQ at the same time.

On new rockchip platform(rk3399 etc), there have dcf controller to
do ddr frequency scaling, and this controller will implement in
arm-trust-firmware. We add a special clock-type to handle that.
