robin.zhu abbd4bf13d vpp: after switch dv off, hdmi output not follow always hdr policy [1/1] ...

PD#SWPL-17427

Problem:
when turn off dv vmode set to null, not vsync interrupt,
cause csc fail to monitor cap change

Solution:
csc add monitor for VOUT_EVENT_MODE_CHANGE

Verify:
Verify on u212
