Add constants and callback functions for the dwmac on rk3308 soc.
The base structure is the same, but registers and the bits in
them moved slightly, and add the clk_mac_speed for the select
of mac speed.

The most pins of rk3308 are 2bits iomux, but the banks's register
width is 0x8.

most of rk3288 vop lit is same with vop big, but some feature is
different, just like max output resolution.

This patch uses a fixed-regulator instead of GPIO pin for
usb vbus power. It doesn't fix any issue, but it makes more
sense to convert the GPIO code into a fixed-regulator.

In the 3nod full function board, there are some pins is multiplexed
(such as: PWM0/2, SDMMC, IR and SPDIF). So we need create two DT files
rk3229-at-3nod.dts and rk3229-at-3nod-func.dts. In the rk3229-at-3nod,
these pins be iomux to gpio. In the rk3229-at-3nod-func, these pins be
iomux to function pins.

The "dmas" cells for the designware DMA controller need to have only 3
properties apart from the phandle: request line, src master and
destination master. But the commit 6e8887f60f updated it incorrectly
while moving from platform code to DT. Fix it.

The RK817 & RK809 chip is a power management IC for multimedia and handheld
devices. It contains the following components:
- Regulators
- RTC
- Clkout
- Pinctrl
- Powerkey
The RK817 & RK809 core driver is registered as a platform driver and provides
communication through I2C with the host device for the different
components.
The following is the different between the RK817 and the RK809.
1、The dcdc-buck5 is a boost dcdc for RK817 and is a buck for RK809.
2、The RK817 have one switch but The Rk809 have two.
3、The RK817 have a charger and powerpatch function but RK809 not.
